1.0 Purpose

To assist Peace Corps staff in opening or reopening a Peace Corps Post.

The New Country Entry Guide provides detailed procedures and checklists to be used in opening a Post.

The New Country Entry Guide is available from the Planning, Policy and Analysis Staff, M/PPA. (Proposed revisions should be coordinated with this office.)


2.0 Responsibilities

2.1 Director of the Peace Corps

The Director of the Peace Corps is responsible for:

  • Obtaining Department of State authorization to negotiate a country agreement between the United States and host country government regarding the establishment and operation of a Peace Corps program in the country.
  • Negotiating and executing the country agreement.
  • Coordinating with the State Department, including the U.S. Chief of Mission in the host country, the date for Peace Corps' entry into the country and such other plans as may be appropriate.
  • Selecting the Country Director for the Post.

2.2. Regional Director

The Regional Director consistent with direction and delegation from the Director, is responsible for coordinating all activities in opening a new Post, including:

  • Establishing a working relationship with the host government both in the country and at its Embassy in the United States.
  • Developing a plan and timetable for the arrival of the first group of Trainees, taking into account other support needs of the new Post.
  • Establishing preliminary contacts for Peace Corps/Washington liaison with: (a) the U.S. Embassy, other U.S. agencies, host country agencies and other organizations in-country (e.g., NGOs); (b) Peace Corps staff and State Department fiscal servicing staff in neighboring countries who can assist in opening the Post; and (c) appropriate officials of the host country's Embassy in Washington, the Department of State (particularly the Desk Officer) and other public and private agencies working in the host country.
  • Determining with the Chief of Staging (OO/OTAPS/TD), the staging and other pre-departure needs of the program.
  • Establishing the staffing patterns as appropriate for new country entry.

2.2.1. Administrative Support Requirements

Responsibilities under this section may be delegated, as appropriate, to Country Directors and other Country staff.

3.0 Effective Date

This Manual Section shall become effective on the date of issuance.
